Four Phases to Safety

Article

From patchwork policies to proactive systems, Te Ara Hiranga guides businesses through effective H&S transformation.

For many businesses, health and safety systems are pieced together reactively — a policy here, a form there, a risk register that hasn’t been touched since 2020. Sound familiar?

At Te Ara Hiranga, we take a different approach.

We believe that true transformation requires a structured, strategic process — not just a compliance fix. That’s why we developed our Four-Phase H&S Transformation Framework, a step-by-step journey that builds lasting capability, achieves legal compliance, and positions businesses to win more work.

Here’s what it looks like in action:

Phase 1: Health & Safety Compliance Audit

Start with the truth. Our process begins with an in-depth review of your current H&S systems and practices. We don’t just skim the surface — we assess your governance, site operations, documentation, and workforce engagement.

We benchmark your current state against:

  • The Health and Safety at Work Act 2015 (HSWA)
  • Industry standards (e.g. ISO45001)
  • Tōtika prequalification criteria
  • The Institute of Directors' health and safety governance guidelines

What you get:

  • Onsite visit and interviews with staff and leaders
  • Discovery benchmark report
  • Initial H&S Manual
  • A clear picture of your risks, gaps and opportunities

Phase 2: Action Plan & Implementation

Now we build. This phase turns insight into action. We co-create a prioritised roadmap to close gaps, reduce risks and set your business up for success — all while maintaining productivity.

Depending on your needs, we may:

  • Develop or revise policies and procedures
  • Create contractor management tools
  • Train your team on incident reporting or risk registers
  • Design site-specific H&S manuals and dashboards

What you get:

  • Tailored implementation plan
  • Full suite of compliant policies
  • Systems aligned with Tōtika, ISO, and HSWA standards

Phase 3: Assurance

This is where most consultants walk away — but we stay. For three months after implementation, we continue working with you to monitor performance, provide support, and solve issues as they arise. We believe assurance is key to embedding new behaviours and avoiding “shelfware” safety systems.

What you get:

  • Regular check-ins and progress reports
  • Troubleshooting for real-world challenges
  • Support for Safe365, SiteWise, or Qualify365 ongoing performance

Phase 4: Close-Out Report & Certification

Let’s celebrate - and future-proof. The final phase documents your transformation and gets you ready for procurement success.

We prepare all necessary documentation for your self-assessment, facilitate Tōtika registration (via Qualify365 or other providers), and deliver a close-out report for board reporting.

What you get:

  • Final prioritised action report
  • Tōtika registration and national certification (valid for two years)
  • Self-assessment audit template
  • Recommendations for continuous improvement

Why This Works

This phased approach isn’t theory — it’s proven.

Our client IAMSL (Infrastructure Asset Management Systems Ltd) followed this exact process, moving from inconsistent safety practices to full national certification across SiteWise, Safe365, Impac and Qualify365 - winning contracts with Downer, Electrix, GHD, and more.

By structuring the journey and staying engaged, we ensure:

  • Less confusion
  • More confidence
  • Measurable progress
  • Safer outcomes
